Overview: The Govternment of India announced new scheme “National Urban Livelihood Mission (NULM)” which replaced the old scheme of SJSRY (Swarna Jayanti Shahari Rozgar Yojana). The NULM is launched with the objective to reduce the poverty of urban poor households specially street vendors who constitute an important segment of urban poor by enabling them to access gainful self-employment and skilled wage employment opportunities. In addition, other mission would also address livelihood concerns of the urban street vendors to provide suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities under National Urban Livelihood Mission (NULM) .

NOTE: The NULM will be funded by Govternment of India and State Govternment in the ratio of 75:25

Objectives of NLUM:

  • To provide an valuable thing to the urban poor in the form of skills for sustainable livelihood
  • To increase the income of urban poor through structured, market-oriented certified courses that can provide salaried employment and / or self-employment opportunities which will eventually lead to better living standards and alleviation of urban poverty on a sustainable basis
  • Its increase the contribution of skilled urban poor to the National Economy.
  • Availability and access for the urban homeless population to secure permanent 24 hours shelters including the basic infrastructural facilities like water supply, sanitation, safety and security

NULM aim at partnership with the private sector to provide skill training, employment and operation of shelter for homeless people. It will make great efforts to achieve participation of private and civil society sectors in providing shelter to the urban homeless, skill training and placement of the urban poor and also in facilitating technological, marketing and hand holding support for the urban poor entrepreneurs who want to be self-employed and set up their own small businesses or manufacturing units.
