The scheme will be implemented by the Ministry of Electronics and IT in co-ordination with state governments and union territories. Each of the 250,000 Gram Panchayats in the country are expected to register 200-300 candidates to ensure that the program has adequate reach.

The government has decided to launch the scheme to make rural India digitally literate.
